He is the person who was behind the creation of these extremely hot pepper seeds. The name "scorpion" peppers come from the pointed end of the pepper that is said to resemble a scorpion's stinger.

The Trinidad Scorpion Butch T pepper is the hottest pepper in the world according to Guinness world records at the present time. A laboratory test conducted in March, 2011 measured a specimen of Trinidad Scorpion Butch T at 1,463,700 Scoville heat units.
